This is a good read about how the Chester Upland School District is responding to charter and cyber charter schools:
Watkins has announced his plans to work more closely with the brick and mortar charter schools that educate Chester Upland students. As receiver, he has direct oversight of those institutions, of which there are three in the city educating nearly 2,000 children. A special committee delivered a report earlier this year that outlines their performance.
Cyber charters, however, are overseen by the state’s Department of Education, and Watkins has no direct oversight of them. With 612 Chester Upland students enrolled in 12 different cyber charters, he thinks that arrangement is less than ideal. (READ MORE HERE)
